on with the fiscal cliff. >> you know, jim, i was watching our futures this morning. right now, it looks like the dow would open down about 65 or 70 points. that's the good news, that the market would shrug this off that there will be a deal reached either later today or in the next few days. we've been expecting all along that it would take a big reaction in the markets to get any serious action in washington. if they're not seeing that, that may make it less likely for them to reach any sort of a grand deal. in fact, a grand deal at this point is probably off the table. what does that mean for the next three to six months for the u.s. markets? >> yeah. waiting to come on the show, i was looking at a chart of the various u.s. markets going back since before the election. and which have sort of gone through some phases. in a way, the markets have sort of factored in from the first immediate period following the election a big deal to resolve the situation in the u.s. is not going to happen. the lying fiscal challenges in the u.s. are not going to be resolved anytime soon. that would be a big surprise

revolving around a fiscal cliff from this morning's "washington journal." host: we are welcoming joshua gordon and stan colander. thank you for coming back. as we stand on the edge of the fiscal cliff right now, any chance that we do not go over? guest: that is pretty small. we are relying on the senate to avoid this -- to avoid a filibuster. then we are relying on the house who for the last several weeks could not take the lead. it is important to state that while the official deadline is december 31. they can continue to work until the new congress on january 3. we have more like three days for them to get something together. host: are we going over the cliff? what does it mean if we do? guest: in some sense, we're going over the cliff even if they reach a deal. when you look at the deal they have been talking about, there will still be a lot left for future decision making. even if they are able to extend tax cuts for the middle class and do not do much of anything else, you still have the haphazard dealmaking not touching any of the issues the parties said they were concerned about

to the fiscal cliff. as we've been reported, the senate won't tonight either. although they're talking and we expect them to come back tomorrow morning at 11:00. as we all know from past battles, today's fiscal cliff fight is, sadly, typical. in fact, this congress is on track to go down as the least productive congress since recordkeeping began. in the course of nearly two years, the 112th congress has passed 219 bills that have actually been signed into law by president obama. but a lot of these laws were insignificant, things like the names of post offices. and a slew of bills passed by the house had no chance of passing the senate or getting the president's signature, like repeated attempts to repeal the affordable care act. the influence of the tea party lawmakers have been a clear factor. >> the tea party, which is not even on the screen about a year ago at this time, is a very domineering force. >> one story will be with us, the rise of the tea party. >> regardless of what those elites think, the tea party movement is authentic, grassroots movement. >> i wouldn't sell short these candi

california democrat barbara boxer to give a speech about the fiscal cliff from the floor of the u.s. senate. here, sit here, watch what's happening, we know that there are negotiations going on to avert at least part of the fiscal cliff. and i want to say, and i've said this privately but i'll say it publicly, that i really hope our leaders can find a way out of this. i watched the president speak today and i thought as usual, he is very fair in what he said, mr. president. what he basically said is, it's the middle class that grows this economy, it's the middle class that needs to be lifted up, it's the middle class that can't afford tax hikes, and those at the very top can do just a little bit more. ates very simple point. and i just would hope, given that everyone says they're for the middle class -- i know my colleagues on the other side of the aisle say that every day, th they agree with that. that finding this compromise will not be elusive but will come to pass. you know, i have been here for a while, and my understanding is we haven't met between christmas and new year's sin 1962. s

to vote tonight as us technically going over the fiscal cliff is something that they recognized in the senate. and i also think that for senate republicans and even some democrats, it's not as much of an issue to be able to take home politically the idea of voting for a tax cut as opposed to a tax increase which the house would be doing tomorrow. also just the idea of momentum. they've got the momentum. they don't want to blow it if they've got it. >> you know this well. a lot of democrats especially liberal democrats, they're not happy that the president raised that $250,000 threshold to $450,000 since he had spoken of the $250,000 figure for months and months and months. ran his re-election campaign on it. >> and won. and there was a rebellion today among democrats in the morning. tom harken went on the senator floor and said he did not like the deal that was emerging. i don't know if that caused them to go back into the room and change some things or if some democrats just didn't know what the details were. but it took a lot of convincing by the white house, there were confer
